Summary

NORA (Nordic Atlantic Cooperation) is an intergovernmental organization operating since 1996 under the Nordic Council of Ministers. It funds collaborative projects that strengthen cooperation across its four constituent regions: the Faroe Islands, Greenland, Iceland, and coastal Norway. The program supports projects lasting 1-3 years with up to 500,000 DKK annually (maximum 1.5 million DKK over three years), covering up to 50% of total project budgets. Priority areas under the 2025-2028 Strategic Programme include resource security, artificial intelligence, regenerative tourism, livable communities, mobility and green transition, marine industries and food production, and the silver economy. Anyone can apply — companies, public institutions, and individuals — provided they are situated in the NORA area and the project involves partners from at least two of the four constituent regions. External partners from Canada, Scotland, and the Nordic region may participate but cannot receive NORA funding directly. Projects must align with one or more UN Sustainable Development Goals, and NORA does not fund purely research or cultural projects. NORA runs two annual application rounds, typically in early March and early October. Additionally, a smaller Chairmanship Grant scheme allows the secretariat to award up to DKK 60,000 per project (yearly ceiling DKK 240,000) for pre-application development or dissemination of completed project results, with no fixed deadline. Upon approval, a management contract must be signed before funds are released, and projects must submit electronic status reports and comply with reporting requirements throughout implementation.

Historical Context

NORA has been operating since 1996 under the Nordic Council of Ministers. The current funding priorities are guided by the Strategic Programme 2025-2028. The program runs two annual application rounds (March and October). A supplementary Chairmanship Grant scheme operates on a rolling basis.
