Summary

NORA (Nordic Atlantic Cooperation) is a cooperation organization under the Nordic Council of Ministers that provides project funding for collaborative initiatives across the North Atlantic region. The program funds 1-3 year projects involving partners from at least two of NORA's four constituent areas: the Faroe Islands, Greenland, Iceland, and coastal Norway. Anyone — companies, public institutions, individuals — can apply, though applicants must be primarily based within the NORA area. NORA provides up to 50% of a project's total budget, with a maximum of 500,000 Danish kroner (approx. €67,000) annually and up to 1.5 million kroner (approx. €200,000) total for three-year projects. Priority areas include resource security, artificial intelligence, regenerative tourism, nice places to live, mobility and green transition, marine industries and food production, and silver economy. Projects must relate to one or more UN Sustainable Development Goals. The program explicitly does not fund pure research projects or projects of a purely cultural nature. There are two application rounds per year, typically in early March and early October. The next deadline is October 4, 2026. Organizations in Norway and Iceland are subject to EU de minimis state aid rules, limiting total Nordic funding to €200,000 per country over three fiscal years. Partners from outside the NORA area (including Canada and Scotland) may participate but cannot receive direct NORA funding.

Historical Context

NORA operates under the Nordic Council of Ministers. The database shows 400+ previously funded projects. The current Strategic Programme covers 2025-2028. The program runs two application rounds annually (March and October).
