Summary

NORA (Nordic Atlantic Cooperation) is a governmental collaboration body under the Nordic Council of Ministers that provides project funding for collaborative initiatives across the North Atlantic region. The program supports projects involving partners from at least two of four member regions: Greenland, Iceland, the Faroe Islands, and Coastal Norway. NORA's overarching goal is to create a strong and dynamic North Atlantic region characterized by sustainable economic development. Funding is available for one-year projects (up to 500,000 DKK per year) and multi-year projects (up to three years, maximum 1.5 million DKK total). Applications are accepted from companies, public institutions, and individuals. Projects must align with NORA's Strategy Programme 2025-2028, and the organization prioritizes collaboration with western neighbors, particularly Canada and Scotland. NORA does not normally support "pure" research or cultural projects, directing those applicants to Nordforsk and the Nordic Culture Fund respectively. The program operates with biannual application deadlines (March and October), with the next deadline set for October 4, 2026. NORA also provides additional support for dissemination and project development beyond direct project grants.

Historical Context

NORA evolved from the 1981 Western Nordic Cooperation, expanding when Coastal Norway joined in 1996. The organization operates under the Nordic Council of Ministers with biannual application rounds. As of March 2026, NORA received 22 applications in a recent round, demonstrating active engagement. The current Strategy Programme covers 2025-2028.
