Summary

The Baltic Sea Action Plan (BSAP) Fund is an early-stage financing mechanism established in 2010 by Sweden and Finland to accelerate the implementation of the HELCOM Baltic Sea Action Plan. The fund is co-managed by Nefco and the Nordic Investment Bank (NIB), with support from the Nordic Environmental Development Fund (NMF) backed by the Nordic Council of Ministers. Projects must be located within the Baltic Sea catchment area across the eight Baltic Sea countries (excluding Russia). Both private and public sector entities are eligible, including companies, NGOs, international organizations, and municipalities. The fund has a strong track record, generating 7x additional investments beyond its own financing. In its most recent 2025 round, the fund received a record 39 applications from seven countries and approved eight new projects totaling EUR 1.3 million for implementation during 2026.
