Summary

NORA (Nordic Atlantic Cooperation) is an intergovernmental body established under the Nordic Council of Ministers that provides project funding for cross-border cooperation in the North Atlantic region. The organization encompasses Greenland, Iceland, the Faroe Islands, and coastal Norway, with roots tracing back to 1981. NORA funds collaboration projects that involve partners from at least two of its four constituent areas, with the goal of making the North Atlantic a strong and dynamic part of the Nordic region through sustainable economic growth. NORA provides up to 500,000 Danish kroner (approximately EUR 67,000) per year per project, with projects running 1-3 years and a maximum total of 1.5 million DKK for three-year projects. Anyone can apply — companies, public institutions, and individuals — as long as the project involves partners from at least two NORA countries. Partners from Canada and Scotland are also welcomed. NORA administers two annual funding rounds; the next deadline is October 4, 2026. Projects must align with NORA's Strategic Programme for 2025-2028. NORA generally does not fund research projects or cultural initiatives, directing those applicants to Nordforsk and the Nordic Culture Fund respectively. The organization focuses on cross-sector collaboration between private industries and research institutions, with recent projects spanning tourism, local development, Arctic innovation, UNESCO trails, energy resilience, and blue growth/ocean opportunities.

Historical Context

NORA was established in 1981, with Norway joining and the current name adopted in 1996. The organization operates under the Nordic Council of Ministers. It administers two annual funding rounds and has a 12-member committee (three from each country). Recent activities include conferences on ocean opportunities, sustainable tourism, digital innovation, and blue growth.
