Summary

The Interreg Baltic Sea Region Programme 2021-2027 is a transnational cooperation initiative funded by the European Regional Development Fund (ERDF) and Norway, supporting cross-border and transnational cooperation across the Baltic Sea area. The programme brings together nine partner countries: Denmark, Estonia, Finland, Germany, Latvia, Lithuania, Poland, Sweden, and Norway. The programme is structured around four thematic priorities: Priority 1 (Innovative Societies) covering digitisation and innovation ecosystems; Priority 2 (Water-Smart Societies) addressing maritime spatial planning, integrated coastal zone management, sustainable marine resources, and water management; Priority 3 (Climate-Neutral Societies) targeting clean energy transition, climate adaptation, and low-carbon transport; Priority 4 (Cooperation Governance) strengthening institutional capacity for cross-border cooperation. Eligible activities include joint development and testing of methods, tools, and pilot actions, capacity building, policy development, and knowledge transfer. Projects typically run for 2-3 years with transnational partnership consortia. At least three organisations from three different eligible countries must form a partnership. Partners can be public authorities, public bodies, NGOs, research institutions, universities, and private organisations with public or non-profit character. Geographically, the programme covers the entire Baltic Sea basin. ERDF co-financing is typically 75-80% of eligible project costs. Applications are submitted through the BAMOS+ online portal. The programme runs periodic calls for project proposals, with the matchmaking platform helping potential partners find each other ahead of calls. For ocean plastic and circular economy work, the programme's Priority 2 (water-smart societies) is most relevant, as it covers sustainable marine resource use and integrated coastal management. Priority 3 also offers opportunities for circular economy and waste-related innovation projects in the Baltic Sea area.

Historical Context

Running since 1997; current 2021-2027 programme follows 2014-2020 period. Covers four thematic priorities with multiple specific objectives. Uses ERDF and Norwegian national funding.
