Applicant must be a political subdivision of a U.S. state or territory (county, city, town, parish, or similar unit with executive and legislative functions)
NGOs, non-profits, tribes (separate track), and private entities are NOT eligible under this specific opportunity

Project Scope

Project must address municipal solid waste including plastics, organics, paper, metal, glass, or construction and demolition debris
Application must achieve at least one objective: expand collection infrastructure, reduce contamination, increase recycling capacity, develop end-markets, or demonstrate measurable diversion/recycling rate increase
Projects must align with EPA's 'Building A Circular Economy For All' strategy series
