IslandPlas was officially announced on June 11, 2024, in Le Morne, Mauritius, during Coca-Cola Africa's annual system conference. It is described as the largest grant The Coca-Cola Foundation has made to date. The project builds on IUCN's earlier Plastic Waste Free Islands (PWFI) initiative. A national inception workshop was held in Mauritius on April 24, 2025. The project aligns with the Ministerial Declaration adopted at the September 2023 Ministerial Conference on the Blue and Circular Economy in African island states.
