Summary
The EBRD Resource Efficiency and Circularity Programme supports small and medium enterprises in Lebanon to adopt green technologies and circular economy practices. It is structured around three main activities: capacity-building workshops and knowledge-sharing events, customised technical assistance (energy/water audits, circularity strategies, supply chain greening), and cost-shared Resource Efficiency and Circularity grants to help SMEs acquire eligible green equipment. The programme is part of the EBRD's broader Green Economy Transition (GET) strategy 2026–2030. Grants are partially repayable: companies repay part of the equipment cost over two years using savings generated, with the residual amount constituting the net grant. Eligible equipment must align with the EBRD's Green Technology Selector (GTS), covering solar energy, heat pumps, water recovery systems, irrigation, waste management, and more. Fossil-fuel-powered equipment is explicitly excluded. Eligible applicants are privately-owned SMEs with at least two years of operations, up to 250 employees, and a maximum annual turnover of EUR 50 million. Priority is given to companies in the food and beverage value chain, women- and youth-led enterprises, and socially driven businesses. Applications are accepted in rolling cohorts, with Cohort 3 open January–February 2026 and Cohort 4 open May–June 2026. The programme is co-funded by the EU, and SMEs that already received advisory services under the EU-funded 2Circular programme (implemented by UNIDO) are given priority for the grant component.
Historical Context
The programme references the EBRD's 2020 green finance pledge and the GET strategy 2026–2030. The brochure is dated 2026, suggesting this is an ongoing or recently relaunched programme with at least three prior cohorts (Cohort 3 and 4 listed for 2026).
