How to Apply
UNIDO does not issue open grant calls to NGOs. Engagement pathways include: (1) national government request to UNIDO country office for project support; (2) consortium partnership on GEF/bilateral-funded projects; (3) participation in UNIDO-organised capacity building programmes such as the Plastic Circular Economy Learning and Exchange Programme. Contact relevant UNIDO country or regional offices for specific engagement opportunities.

Summary

The UNIDO Plastic Circular Economy programme represents the United Nations Industrial Development Organization's overarching initiative to address global plastic pollution through industrial systems change. UNIDO's approach is holistic, targeting the entire lifecycle of plastic products from design and production through use, collection, sorting, recycling, and material recovery. The programme aims to empower industries to develop innovative business models aligned with circular economy principles, while supporting government policy frameworks and promoting Extended Producer Responsibility (EPR) systems. UNIDO operates across multiple pillars in the plastic circular economy space. On the policy and regulatory side, UNIDO supports national governments in developing plastic waste management regulations, EPR frameworks, and circular economy roadmaps. On the industry and technology side, UNIDO works with manufacturers, waste processors, and recyclers to adopt circular design, clean production, and advanced recycling technologies. On the capacity and knowledge side, UNIDO runs learning programmes that bring together government officials, industry representatives, and civil society from multiple countries. Recent UNIDO plastic circular economy activities include the South Africa Plastic Reboot Project (funded by GEF, focused on packaging value chains), the Egypt Circular Economy for Single-Use Plastics project (funded by Japan, focusing on packaging design standards), and the Plastic Circular Economy Learning and Exchange Programme hosted in 2025 for 32 participants from Kenya, Tanzania, Egypt, Morocco, Nigeria, Senegal, South Africa, and Zambia. Under the GEF-8 cycle (2022-2026), over USD 180 million has been approved for UNIDO projects in chemicals and waste, with plastic circular economy as a major theme. UNIDO also partners with the Alliance to End Plastic Waste (AEPW) and has collaborated with Lenovo on circular economy innovation. However, UNIDO does not issue open competitive grant calls to NGOs. Organisations seeking to engage should do so through national government channels, UNIDO country offices, or as sub-implementing partners in specific national projects.

Historical Context

UNIDO established plastic circular economy as a cross-cutting programme area in the 2010s. GEF-8 cycle (2022-2026) significantly expanded UNIDO plastic/waste portfolio to USD 180M+. TICAD 9 Japan-Africa collaboration programme ran in 2025. South Africa Plastic Reboot launched 2024-2025. UNIDO-AEPW partnership established 2023.
