Application Checklist

Eligibility

• Applicant must be a public authority or public-equivalent body (private NGOs cannot lead but may partner)
• Project partnership must include at least 3 partners from 3 different Interreg Europe participating countries

Project Scope

• Project must address a specific regional policy challenge linked to Interreg Europe thematic priorities (e.g. circular economy, green transition)
• Projects must demonstrate policy improvement objectives and planned changes to regional/local instruments

Required Documents

• Each partner country must have a National Point of Contact registered with Interreg Europe
• Project proposals must follow the Interreg Europe Programme Manual and use prescribed templates

Constraints

• MINEV itself is closed — monitor Interreg Europe's open calls for projects and pilot actions for future opportunities
• Budget allocation and co-financing rates vary by country — national ERDF co-financing rules apply

Historical Context

MINEV started on 1 March 2023 and runs until 31 May 2027. It is categorized under the 2021–2027 Interreg Europe programme. As of early 2026, the project has produced a Good Practice Magazine with 23 success stories, facilitated policy updates in Bologna and Klaipėda, and participated in events including a BEHAVE workshop in Bodø, Norway. A previous generation of Interreg Europe projects (2014–2020) also addressed related topics, but MINEV is noted as the only project entirely dedicated to policy improvements specifically for waste minimization at large events.
