Summary

The LIFE-2025-PLP call is a top-down, prescriptive EU grant call under the LIFE Programme for Environment and Climate Action, managed by CINEA. It funds "Policy and Legislative Priority" (PLP) projects — actions defined directly by the European Commission and Member States to address specific regulatory implementation gaps. The total call budget is €21.8 million distributed across three topics: Topic 1 (Clean Energy, €2M), Topic 2 (Nature & Biodiversity / Circular Economy, €11.8M across 7 discrete priorities), and Topic 3 (Green Urban Transition, €8M for 3–4 projects). Funding rates are 90% for all topics. Topic 2 is the most environmentally broad, covering: biodiversity-friendly forestry training (€1M), New European Bauhaus urban space strategies (€4M), environmental crime enforcement tools (€1.5M), ESPR consumer/NGO participation in EU policy processes (€3M), results-based farmland biodiversity payment schemes (€1M), circular business model mainstreaming for SMEs (€0.6M), and a transboundary climate-proof water pollution alert model (€0.7M). Topic 3 funds ambitious integrated urban pilots combining environment, energy, and climate interventions, coordinated by local authorities. The call is strictly prescriptive: each specific priority defines exact deliverables, consortium composition requirements, and eligible activities. Only one grant is awarded per priority under Topic 2. Consortium requirements vary significantly — some priorities require networks covering at least two-thirds of EU Member States, others require water authorities or local governments as coordinators. Projects must be implemented in EU/EEA eligible countries and must not provide financial support to third parties. Proposals must be submitted electronically via the EU Funding & Tenders Portal by 23 September 2025. Evaluation covers Relevance, Impact (weighted 1.5×), Quality, and Resources, each scored out of 20 points with individual and overall pass thresholds. Grant agreements are expected to be signed in April/May 2026.

Historical Context

Call launched under the 2025–2027 LIFE Multiannual Work Programme (Commission Decision C(2025)955 of 15 April 2025). Topic 2.4 explicitly builds on two predecessor LIFE projects: LIFE23-PRE-BE-Ecodesigned4LIFE (ending December 2026, supporting NGO participation in Ecodesign forums) and LIFE22-PLP-reaLIFEstandards (ending February 2026, covering standardisation activities). The PLP call format is an annual mechanism; this is the 2025 edition. Previous funded LIFE projects are searchable in the LIFE database.
