The VentureWell Ocean Enterprise Accelerator (StartBlue) is a structured, multi-stage U.S.-based accelerator program designed to support early-stage ocean and coastal technology ventures. It is delivered by VentureWell in partnership with Scripps Institution of Oceanography (UCSD) and backed by NOAA's Integrated Ocean Observing System (IOOS) under the Inflation Reduction Act. The programme focuses on key marine and coastal sector industries including coastal management, marine carbon capture, water quality monitoring, aquaculture, shipping, and port operations. Technical disciplines supported include ocean engineering, environmental sciences, marine biology, GIS, robotics, acoustics, and oceanography. The accelerator operates across four progressive stages. Stage 0 is a free virtual orientation for early-stage researchers. Stage 1 offers seven weeks of virtual training plus a three-day in-person workshop on market discovery, validation, and business model development, with $15,000 TDC awards. Stage 2 and Stage 3 provide deeper mentorship and TDC awards of $50,000 and $75,000 respectively. Two cohort cycles run annually (Spring and Fall). Eligibility is restricted to U.S.-based colleges or universities and U.S.-incorporated startups. Individual inventors and international applicants are not accepted. Stage 1 requires Technology Readiness Level (TRL) 3 or above with a proof of concept. Awards are made to institutions or incorporated startups, not to individuals. Participants gain access to expert mentors, testing facilities, and a national network of academic and industry partners. The program aims to scale support for up to 220 ventures over four years.
