The 3RproMar (Reduce, Reuse, Recycle to Protect the Marine Environment and Coral Reefs) project is implemented by GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) as part of an ASEAN-German cooperation initiative. The project targets four focal countries — Cambodia, Vietnam, Indonesia, and the Philippines — with the goal of supporting ASEAN Member States in curbing marine plastic litter originating from land-based waste leakage. In the Philippines, pilot projects in Guimaras Island and cities in Negros Occidental (Bacolod, Silay, Talisay, and Bago) serve as testbeds for waste management improvements that can be scaled across the ASEAN region. The program operates through three integrated work packages: (1) establishing and improving solid waste collection infrastructure, material recovery facilities, and disposal sites; (2) integrating the informal waste sector into formal waste management systems; and (3) behavioral change communication and community engagement. These are complemented by policy advisory (drafting model ordinances integrating RA 9003, EPR Law, and NPOA-ML), capacity development for local government units (LGUs), and private sector partnerships for plastic value chain recovery. The project aligns with seven of the Philippines' ten National Plan of Action on Marine Litter (NPOA-ML) strategies and actively supports the implementation of the country's 2022 Extended Producer Responsibility (EPR) Law. 3RproMar is not a traditional grant fund. It is a GIZ-managed technical cooperation project that engages local NGOs, private entities (e.g., Friends of Hope/Aling Tindera programme, Evergreen Labs), academic institutions (Guimaras State University), and government agencies as implementation partners. Key outputs include baseline waste flow diagrams, capacity building matrices, stakeholder forums, circular economy studies in higher education, model ordinances, and best practices for ASEAN-wide knowledge sharing. The January 2025 report documents progress, barrier analyses (196 barriers identified across 8 categories), and ongoing activities. A potential Phase 2 of 3RproMar is referenced for deeper plastic value chain studies and EPR model development.
Historical Context
The 3RproMar project was initiated in response to the 2019 ASEAN Bangkok Declaration on Combating Marine Debris and the ASEAN Framework of Action on Marine Debris. A National Stakeholder Consultation Workshop was held in October 2022; introductory workshops in Bacolod City in July 2023. A baseline study (WFD analysis) was completed by GOPA Infra GmbH. The Informal Waste Sector Conference and a learning visit in Negros Occidental were held in August 2024. A 3rd Regional Forum/Workshop was held in Iloilo City. The report (January 2025) indicates Phase 2 is envisioned for further plastic value chain studies.
