Summary
Sida (Swedish International Development Cooperation Agency) is the Swedish government's agency for bilateral development cooperation. It channels Sweden's Official Development Assistance (ODA) to partner countries, working across 17 thematic areas including climate and environment, sustainable sea and water resources, sustainable energy, and water and sanitation. A large part of Sida's support goes to civil society organisations through its CSO Strategy (2025-2029). Sida explicitly addresses marine pollution, noting that plastic accounts for 85% of all marine litter (corresponding to 11 million tonnes per year) and that 80% of marine pollution comes from land-based activities. The agency supports UN Environment Program initiatives addressing marine litter and sustainable fishing practices across 13 regional programs. It also co-founded the Global Water Partnership, a network spanning 3,000 organizations across 178 countries. Sida generally does not accept spontaneous applications. Instead, funding flows through calls for proposals (announced on their website), procurement processes, strategic partnerships with established organizations, and Swedish embassies in partner countries. The current CSO strategy has no open calls, but a new call for larger grants is planned for 2027 with agreements beginning in 2028. Smaller Swedish organizations new to Sida can apply through annual calls. All funded work must align with Swedish government development strategies and contribute to poverty reduction objectives.
Historical Context
Sida has supported UNEP regional seas programs since 1974. Co-founded the Global Water Partnership in 1996 (now 3,000 organizations in 178 countries). Current CSO Strategy covers 2025-2029. No open large CSO calls currently; next round expected 2027 with agreements from 2028. Annual calls for smaller Swedish organizations.
