Summary

The Nordic Arctic Programme 2025-2027, administered by NAPA (The Nordic Institute in Greenland) on behalf of the Nordic Council of Ministers, is a multi-year grant programme supporting resilience in Arctic and Nordic communities. The programme's guiding principle is resilience — social, economic, and environmental — in civil communities across the Arctic. Thematically, the programme is organized around three goals: Goal 1 addresses social resilience through people-to-people collaboration, indigenous peoples' rights, health, social cohesion, and culture. Goal 2 targets economic resilience through talent development, innovation, entrepreneurship, food security, tourism, and digital infrastructure. Goal 3 promotes climate and environmental resilience, specifically including green energy transitions, biodiversity conservation, sustainable use of wildlife and marine areas, and circular and bio-based economies. Eligible activities include short-term and long-term collaborative projects between civil communities, organizations, businesses, and individuals. Projects must be locally rooted and generate results relevant to Arctic sustainability. Eligible activities under Goal 3 include developing green energy solutions, promoting sustainable marine use, and supporting circular economy transitions. Research, capacity building, and dissemination (articles, documentaries, events, social media) are also eligible. Geographically, all projects must involve partners from at least three Nordic countries — Greenland, Iceland, Norway, Sweden, Denmark, Finland, Faroe Islands, or Åland. Non-Nordic partners (e.g., USA, Canada) may participate as supplementary, but the leading partner must be Nordic. Eligible applicants include individuals, civil society organizations, NGOs, businesses, and research institutions from Nordic and Arctic countries. No specific legal form is required, but projects must involve at least three Nordic country partners. Funding is up to DKK 500,000 per project application. The project period can run from August 1 of the application year to August 1 two years later. Projects that have already begun are not eligible. A maximum of three project periods can be funded per project, though repeated funding is not guaranteed.

Historical Context

Programme period 2025–2027. Previous rounds have been held annually. A previous round distributed 88 million DKK. The programme is an ongoing initiative of the Nordic Council of Ministers administered by NAPA.
