Summary
CIRCULOOS is a Horizon Europe-funded project that operates an open innovation programme to accelerate the adoption of circular supply chain practices in European manufacturing. It runs competitive open calls for businesses and research organisations to co-develop and pilot innovative circular solutions within structured value chains across multiple industrial sectors. The CIRCULOOS open call programme offers two tracks. Open Call 2 (OC2) funds consortia of 2-4 entities to design and implement innovative circular supply chains in target manufacturing sectors including metal, construction, electrical, furniture, leather, machinery, vehicles, wood, and plastics. Each consortium can receive up to EUR 240,000 (EUR 60,000 per partner), with a funding rate of 60% for for-profit entities and 100% for non-profit and academic organisations. Approximately 16 consortia are funded per OC2 round, totalling EUR 2.88 million. Open Call 3.1 (OC3.1) takes a different approach, inviting individual technology providers, material innovators, waste processors, recyclers, and manufacturers to join pre-existing CIRCULOOS pilot value chains in the wood, plastics, and leather sectors. Up to 6 entities receive up to EUR 60,000 each for 9-month implementation activities. Eligible applicants must be established in EU Member States or Horizon Europe-associated countries. Eligible activities under both tracks include circular design, material substitution, recycling integration, waste valorisation, R-strategies implementation, and process innovation that improves environmental performance of manufacturing supply chains. Applications are submitted through the F6S platform. The OC2 deadline was 28 May 2025 and the OC3.1 deadline was 11 June 2025. Both calls targeted implementation from September 2025 to mid-2026. Eligible costs include personnel, software, hardware, infrastructure access, travel, dissemination, and up to 25% overhead. Subcontracting costs are excluded from the overhead base.
Historical Context
CIRCULOOS is a Horizon Europe project under the circular economy call. It is structured as a three-year programme with multiple open calls issued over the project lifetime (2023-2026). Earlier calls (OC1) preceded OC2 and OC3.1. A future OC4 may be issued depending on programme progression. The plastics pilot value chain in OC3.1 is directly relevant to plastic recycling and waste processing businesses.
