Summary

The Danish EMFAF Programme (Hav-, Fiskeri- og Akvakulturfonden / EHFAF) is the national implementation of the EU European Maritime, Fisheries and Aquaculture Fund for Denmark, running 2021–2027. It is administered by the Danish Agency for Food, Agriculture and Fisheries (Styrelsen for Fødevarer, Landbrug og Fiskeri, or LFST). The total programme budget is DKK 2.1 billion (approximately EUR 280 million), of which DKK 1.5 billion comes from the EU EMFAF fund. The programme covers multiple thematic priorities: green transition of fisheries (environmentally friendly fishing gear, fuel efficiency, selective gear), green transition of aquaculture (investment and development projects), marine litter and ghost net removal, coastal fisheries investments, marine knowledge and sustainable fisheries management, and maritime environmental protection measures. A dedicated 'Indsats mod marint affald' (Marine Litter Action) scheme specifically targets reduction of marine litter and plastic pollution in Danish waters, with focus on waste originating from commercial and recreational fisheries including ghost net retrieval. Eligible applicants vary by scheme. For the Marine Litter Action: government authorities, research institutions, companies, industry associations, and NGOs may apply. For fisheries and aquaculture transition schemes: commercial fishers, aquaculture operators, and industry associations are primarily targeted. Projects must be located in Denmark or Danish marine waters. Funding intensity is up to 100% of eligible costs for marine litter collection projects (from combined public sources: 70% EU + 30% national). For other green transition schemes, the standard rate is up to 75% of eligible costs. The Marine Litter Action 2024 round had a total pool of DKK 5.3 million (approximately EUR 700,000). Applications are submitted through the online TAS portal (portal.fvst.dk) using MitID Erhverv. The programme operates in periodic annual application rounds. Detailed application guidelines, budgeting templates, and collaboration agreement forms are provided for each scheme. The programme is a recurring annual initiative with new rounds expected each year through 2027.

Historical Context

The programme runs 2021–2027. Previous rounds include: Marine Litter Action 2023 and 2024 (both closed). Green Transition Fisheries (Grøn omstilling: Fiskeri) had previous closed rounds. The 2021–2027 framework replaced the previous European Maritime and Fisheries Fund (EHFF) 2014–2020 programme. Total national implementation: DKK 2.1 billion.
