Summary

The Green Climate Fund Accreditation process is the formal gateway through which organisations gain access to GCF project financing. GCF-accredited entities (AEs) are the primary interface between the GCF Secretariat and project implementation — they develop, submit, manage, and oversee GCF-funded projects on behalf of countries. Accreditation is therefore not a grant in itself but an enabling mechanism that unlocks access to the GCF project portfolio. The revised GCF Accreditation Framework, approved in 2023 and implemented from 2024 onwards, replaced the previous periodic accreditation renewal process with a system of indefinite accreditation subject to ongoing compliance monitoring. This change was intended to reduce administrative burden on entities and make the process more efficient and transparent. The accreditation process assesses entities against a defined sub-set of GCF fiduciary standards at the application stage, with specialized capacities (such as on-lending, blending, and equity investment) assessed during subsequent project appraisal. Entities must demonstrate governance structures, financial management systems, procurement capacity, environmental and social safeguards aligned with GCF policies, and a gender mainstreaming policy. Two annual accreditation windows are now open each year. The 2026 first window ran from 26 January to 6 April 2026; the second window opens 15 July 2026. A pre-screening questionnaire is available to help potential applicants assess their readiness before formal submission. Eligible applicants include public and private institutions, NGOs, sub-national, national, regional, and international bodies with demonstrated specialised capacities in climate action. Accreditation fees are waived for entities from Small Island Developing States and Least Developed Countries. Once accredited, entities may access GCF funding through the Simplified Approval Process (SAP, minimum USD 5 million), Readiness and Preparatory Support, or full-size projects up to USD 250 million.

Historical Context

GCF has operated since 2010 and has continuously refined its accreditation framework. The revised framework (2023) replaces five-year renewable accreditation terms with indefinite accreditation. Two windows per year are now standard. The 2026 first window closed 6 April 2026.
