Summary
The Project-Specific Assessment Approach (PSAA) is a GCF innovation designed to lower barriers to climate finance access for organisations that are not yet accredited to the Green Climate Fund. Unlike the standard two-stage accreditation process — which requires full institutional assessment before any project can be considered — the PSAA conducts accreditation assessment and project proposal appraisal simultaneously, reducing overall timelines and administrative burden. The PSAA targets entities in developing countries, particularly those in countries with limited or no existing GCF-funded activities, and those that have been underserved by the existing network of GCF Accredited Entities. Sub-national, national, and regional entities are prioritised, though international organisations may also apply under certain conditions. The approach is part of GCF commitments to enhance country ownership and direct access to climate finance. Eligible projects may cover any GCF result area — mitigation, adaptation, or cross-cutting — and may use any financial instrument including grants, loans, equity, or guarantees. However, projects are limited to low or medium environmental and social risk (Categories C/I-3 and B/I-2), which excludes high-risk industrial or extractive activities. Project size can range from micro to large. A key constraint is that GCF reviews a maximum of ten PSAA proposals per year, making this a highly competitive access point. Each entity may submit only one proposal under the PSAA. Entities currently undergoing standard accreditation assessment should consult the Secretariat to determine the most appropriate pathway. The PSAA pilot is subject to a framework review scheduled for late 2026, after which a decision will be made on whether to continue, modify, or mainstream the approach. Historical Context
PSAA was introduced as a pilot to address consistently low numbers of new direct access entities reaching accreditation. Nine proposals have been approved under the pilot totalling approximately USD 175 million. A framework review in late 2026 will determine continuation.
