The GCF Project-Specific Assessment Approach (PSAA) Pilot is a fast-track accreditation and funding modality that allows non-accredited entities to implement a single GCF-funded climate project or programme without going through the full institutional accreditation process. It was designed to broaden access to GCF climate finance for organisations with innovative solutions that are underserved by the existing network of GCF Accredited Entities. Under the PSAA, the institutional capacity assessment of the applicant and the review of the funding proposal are conducted in parallel, reducing the overall time to access GCF resources. Entities that demonstrate strong execution under PSAA can subsequently pursue institutional accreditation. Eligible applicants are non-accredited entities with a track record in financial management and project safeguarding. Sub-national, national, and regional entities from developing countries must be nominated by their NDA. All applicants require a no-objection letter from the NDA for the specific project. Only projects with low to medium environmental and social risk (Category B/I-2 or C/I-3) are eligible. GCF reviews up to 10 PSAA proposals per year, and each entity is limited to one approved project. GCF has stated that projects submitted must be mature enough to reach the Board for consideration in 2027. A formal review of the PSAA pilot will be presented to the GCF Board in late 2026. As of October 2025, public sector international access projects are directed toward institutional accreditation rather than PSAA. The PSAA can be a best route for a single flagship climate-aligned project — such as a plastic waste value chain project framed as climate adaptation — in developing countries where no suitable accredited entity exists.
