The Green Climate Fund Project Preparation Facility (GCF PPF) is an instrument within the GCF funding architecture designed to help Accredited Entities (AEs), especially Direct Access Entities (DAEs) from developing countries, develop climate project concepts into fully formed funding proposals ready for GCF Board approval. The PPF addresses a recognised gap in the climate finance system: many eligible organisations, particularly national development banks, government ministries, and local NGOs in developing countries, lack the technical capacity and resources to prepare the complex documentation required for GCF funding proposals. The PPF bridges this gap by funding preparatory activities including pre-feasibility and feasibility studies, environmental and social assessments, gender studies, stakeholder engagement plans, risk assessments, climate impact assessments, project indicator frameworks, tender documents, and advisory services for financial structuring. Funding is available in two modalities. The PPF Funding modality provides grants (reimbursable or non-reimbursable) of up to USD 1.5 million per application, administered directly by the AE. The PPF Service modality delivers project preparation through one of 32 GCF-pre-qualified consulting firms operating under long-term agreements, primarily targeted at Direct Access Entities that need external technical support. As of 2025, GCF has approved 116 PPF grants supporting 60 Accredited Entities with a combined portfolio of USD 73.9 million. Applications are accepted on a rolling basis with no fixed competitive rounds. The programme is global in scope, covering all GCF-eligible developing countries. The critical constraint for most NGOs is the GCF accreditation requirement: only organisations already accredited by GCF (or in the accreditation pipeline) can access the PPF. The accreditation process itself is lengthy and demanding, typically taking 1-3 years. This makes the PPF an indirect or long-term pathway for organisations without existing GCF accreditation.
