The GCF Project Preparation Facility (PPF) provides grants of up to USD 1.5 million per application to GCF Accredited Entities and PSAA applicants to fund the preparation of high-quality GCF funding proposals. As of reporting, 116 grants totalling USD 73.9 million have been approved. The PPF is available in two modalities: PPF Funding, where the accredited entity manages the grant and procures its own consultants; and PPF Service, where GCF directly contracts one of 32 pre-qualified consulting firms from a Long-Term Agreement panel and provides the preparatory support service — particularly useful for Direct Access Entities with limited procurement capacity. Eligible activities under the PPF include: feasibility studies and pre-feasibility analyses; environmental and social impact assessments; financial models and business plans; gender analysis; stakeholder engagement plans; and integrated climate and sustainability assessments. Resettlement action plans, biodiversity management plans, and Indigenous Peoples Plans can also be developed. Eligible applicants are GCF Accredited Entities (especially Direct Access Entities) and PSAA applicants. The facility is not available to non-accredited organisations that have not pursued the PSAA pathway. There is no fixed deadline — PPF is a rolling programme. For income-generating projects, the PPF amount may be repayable. If the prepared project is not feasible, the PPF grant is typically non-reimbursable. For an organisation like Ocean Plastic Forum, PPF would be most relevant after achieving GCF accreditation or PSAA status — allowing it to fund the feasibility studies, E&S assessments, and financial models needed to design a full GCF project proposal for a plastic waste value chain.
