Summary

The Norwegian Development Programme to Reduce Plastic Pollution and Marine Litter is a major bilateral aid programme funded by the Norwegian government through Norad, the Norwegian Agency for Development Cooperation. This Stage 2 call is the full application phase for organisations that were shortlisted after submitting concept notes in Stage 1 (deadline 26 September 2025). The priority countries for this call are Indonesia, Vietnam, Kenya, Ghana, and Tanzania. Applications for global and regional projects that extend beyond these five countries are also accepted. Applicants must demonstrate how their projects contribute to one or more of the five outcome areas within these geographic contexts. This call is restricted to invited non-governmental organisations as lead applicants. Following Stage 1 concept note review, Norad sent formal invitation letters to shortlisted organisations in November 2025. Consortium applications are strongly encouraged. For-profit organisations, foreign governmental institutions, multilateral organisations, and intergovernmental organisations may participate as consortium members but cannot serve as lead applicants. The annual allocation is estimated at NOK 50-80 million, with exact grant amounts determined during the full application review.
