Summary
The Catalytic Climate Finance Facility (CC Facility) is a joint programme of Climate Policy Initiative (CPI) and Convergence Blended Finance that accelerates the design and launch of innovative blended climate finance structures in developing countries. The facility provides grants, technical assistance, and acceleration support to help blended finance vehicles become investable and scalable. Programme objectives focus on closing the climate financing gap in developing economies by making innovative blended finance structures market-ready and replicable. The CC Facility targets vehicles that combine catalytic (public or philanthropic) capital with private investment to fund climate solutions that would otherwise be too risky for commercial investors alone. Thematic scope encompasses all climate-relevant sectors in developing economies: blue economy (sustainable fisheries, aquaculture, coastal protection, blue carbon, eco-tourism), clean energy, sustainable agriculture, regenerative land use, nature-based solutions, urban infrastructure, and more. Past vehicles include the Southeast Asia Blue Innovation Facility (maritime decarbonization and blue economy across Southeast Asia), Blue Alliance Blended Finance Vehicle (Marine Protected Areas in Sub-Saharan Africa and Southeast Asia), and various agriculture, energy, and urban finance structures. Eligible activities include development, design, structuring, and acceleration of blended finance investment vehicles. The grant is awarded to the organization developing the vehicle, not to end projects. Vehicles must be in developing countries and must demonstrate potential for standardization and replication at scale. Geographic scope covers all developing countries globally. Past grantees span Sub-Saharan Africa, Asia-Pacific, Latin America, and other developing regions. Eligible applicants are market-ready blended finance structure developers — including fund managers, advisory firms, development finance institutions, NGOs, and others capable of developing investable financial vehicles. Grants up to USD $500,000 are combined with 12–18 months of acceleration support including technical assistance, network access, and Convergence membership. The CC Facility is not currently accepting applications; the last round (2025-1) closed April 24, 2025.
