Summary

Interreg NPA (Northern Periphery and Arctic) is launching its first-ever dedicated Youth Call for Projects in 2026. This call is designed specifically for youth organisations and entities working with young people aged 18-35 across the Northern Periphery and Arctic region, with simplified application and reporting processes to make the programme accessible to smaller and emerging organisations. The Northern Periphery and Arctic Programme is the only Interreg programme that includes Greenland as an eligible territory, making it uniquely relevant for organisations with Greenlandic partnerships. Other eligible territories include Norway, Ireland (including Northern Ireland), Scotland, Finland, Sweden, Iceland, and the Faroe Islands. These are remote, sparsely populated areas where cross-border cooperation adds particular value. Thematic scope will be shaped by youth input collected through a pre-call survey, with potential areas including capacity building, cultural heritage preservation, digital innovation, entrepreneurship, social innovation, and sustainable communities. The programme priorities focus on innovation capacity, climate adaptation and resource sufficiency, and organisational capacity building for cooperation. Eligible activities include youth-led projects on innovation, sustainability, community building, cultural exchange, and capacity development in Arctic and peripheral communities. The youth format features shorter project durations aligned with youth mandates and accessible funding mechanisms for smaller organisations. Eligible applicants are youth organisations and entities working with young people aged 18-35 in eligible territories. The call opens June 10, 2026 and closes October 2, 2026 at 11:59 CET, with funding decisions expected December 2026. The standard NPA average project budget is approximately EUR 1.25M EU contribution for main projects, but the youth call is expected to have smaller project budgets appropriate for youth organisations. Target beneficiaries are young people aged 18-35 living in Northern Periphery and Arctic communities, particularly those in remote and sparsely populated areas seeking opportunities through cross-border cooperation.

Historical Context

NPA 6th main call for projects (October 2025 - February 2026) received 33 proposals competing for EUR 10M; decisions expected May 2026 (Monitoring Committee June 3, 2026, Faroe Islands). Youth Call is a new initiative — first in NPA programme history. NPA is the ONLY Interreg programme including Greenland.
