Summary

The Interreg Baltic Sea Region Programme 2021-2027 is a transnational EU cooperation programme funded by the European Regional Development Fund (ERDF) as part of the EUR 8 billion Interreg framework. It supports joint projects among organisations from across the Baltic Sea region to address shared challenges through cross-border cooperation. The programme is structured around four thematic priorities. Priority 1 (Innovative societies) focuses on resilient economies, communities, and digitalisation. Priority 2 (Water-smart societies) covers two objectives: sustainable waters — improving the state of the Baltic Sea, coastal and inland waters, and making water management more sustainable; and blue economy — sustainable use of fresh and sea waters and marine resources in innovative business development, including aquaculture, blue biotechnology, shipping, fishery, and coastal and maritime tourism. Priority 3 (Climate-neutral societies) encompasses circular economy, energy transition, and smart green mobility. Priority 4 (Cooperation governance) addresses cross-border governance mechanisms. Eligible activities include joint research, pilot projects, knowledge transfer, capacity building, policy development, and infrastructure investments. Projects must involve a transnational partnership of at least three participating countries. Eligible applicants span public authorities, research institutions, NGOs, businesses, and other organisations based in participating countries (Germany, Denmark, Finland, Estonia, Latvia, Lithuania, Poland, Sweden, Norway). The circular economy objective under Priority 3 and the blue economy and sustainable waters objectives under Priority 2 make this programme directly relevant to plastic waste reduction, marine pollution, and water quality topics in the Baltic Sea region. The programme's geographic focus on Denmark and the Baltic Sea region aligns with organisations working in this area. As of April 2026, the last project selection round for the 2021-2027 programming period was completed in March 2026. No further calls are expected in this period. Organisations are encouraged to monitor the programme for the upcoming 2028+ period.

Historical Context

This is the 2021-2027 programming period. The previous period (2014-2020) also ran under Interreg Baltic Sea Region. The programme is funded by the EU through the European Regional Development Fund (ERDF). In March 2026, the Monitoring Committee in Tallinn completed the final project selection round for this programming period, selecting the last cohort of projects. A new programming period is anticipated to begin after 2027.
