Summary
The Community Resilience Financing Partnership Facility (CRFPF), implemented through ADB as the Community Resilience Partnership Program (CRPP), is a multi-donor trust fund established in August 2021 for a 10-year period. Its objective is to scale up community-level investments in climate adaptation, with an explicit focus on the nexus of climate, gender, and poverty across ADB developing member countries in Asia and the Pacific. The facility addresses four key challenges: the climate-poverty nexus, the need for gender-targeted resilience support for women and girls, post-COVID underlying vulnerabilities, and the large gap in locally led climate finance. Activities are structured across three windows: Knowledge and Support (applied research, policy dialogue, capacity building of local institutions and community-based organisations, partnerships between local governments and grassroots women's organisations); Project Preparation (project development for pro-poor, community-led adaptation investments); and Grants (pilot grants as part of ADB-financed investment projects, and small grants to grassroots women's organisations for innovative local resilience ideas). Geographic scope covers all ADB developing member countries in Asia and the Pacific, with a particular focus on fragile and conflict-affected states and small island developing states. Eligible applicants are primarily ADB member governments, national/local institutions, and community-based organisations operating within ADB project frameworks; grassroots women's organisations may receive small grants. Budget details are not publicly disclosed. Implementation is project-based through ADB's standard project cycle. The facility does not operate an open competitive grant call for general NGOs. Most recent examples include projects in Bangladesh and Lao PDR addressing poverty graduation and primary health care resilience.
Historical Context
