Summary
The EEA Civil Society Fund is part of the EEA and Norway Grants (2021-2028), funded by Iceland, Liechtenstein, and Norway to support civil society in 15 EU Beneficiary States. The fund also focuses on strengthening civil society organisations' operational capacities, including fundraising, volunteer engagement, transparency and accountability. Geographically, the programme covers 15 EEA Beneficiary States: Bulgaria, Croatia, Cyprus, Czechia, Estonia, Greece, Hungary, Latvia, Lithuania, Malta, Poland, Portugal, Romania, Slovakia, and Slovenia. A transnational component supports European-level learning and networking. Eligible applicants are civil society organisations in the Beneficiary States. Social movements, informal groups, local community leaders, and human rights defenders may participate as partners. Public sector entities, private companies, and Donor State entities may contribute as partners. Applications are managed by Independent Fund Operators in each country, with varying timelines and requirements per national programme.
Historical Context
The EEA Civil Society Fund is part of the EEA and Norway Grants 2021-2028 period. In 2024-2025, new fund operators were appointed in multiple countries (Estonia, Greece, Latvia, Lithuania, Portugal, Bulgaria, Romania, Croatia, Czechia, Hungary, Slovenia).
