Summary
The Citizens, Equality, Rights and Values (CERV) Programme is a 2021-2027 EU funding programme managed by the European Commission's Directorate-General for Justice and Consumers. It aims to protect and promote EU rights and values as enshrined in the Treaties and the Charter of Fundamental Rights. CERV consists of four strands: (1) Union Values - protecting human dignity, freedom, democracy, equality, rule of law, and human rights, with financial support for civil society organisations promoting these values; (2) Equality, Rights and Gender Equality - preventing discrimination, promoting gender equality, combating racism and intolerance, protecting children's and persons with disabilities' rights; (3) Citizens' Engagement and Participation - promoting remembrance of European history, civic participation, democratic engagement, and town-twinning; and (4) Daphne - preventing and combating all forms of gender-based violence, domestic violence, and violence against children. Eligible activities include advocacy, awareness raising, monitoring, capacity building, research and analysis, exchange programmes, and training. Projects are funded at local, regional, and transnational levels. The programme covers EU member states, with a European-wide geographic scope. Transnational projects are supported under citizens engagement activities (town-twinning networks). Eligible applicants are primarily civil society organisations at all levels. Organisations focusing on rights promotion, democratic participation, anti-discrimination, and combating violence can apply. Calls for proposals are published periodically under each strand via the EU Funding and Tenders Portal. CERV forms part of the broader Justice, Rights and Values Fund together with the Justice Programme.
