Summary

The Adaptation Fund is an international multilateral fund established under the Kyoto Protocol and Paris Agreement to finance concrete adaptation and resilience projects in developing countries that are particularly vulnerable to climate change, especially Small Island Developing States (SIDS), Least Developed Countries (LDCs), and African nations. Thematic scope encompasses multiple climate adaptation sectors including coastal zone management, ecosystem-based adaptation (EbA), water management, agriculture and food security, disaster risk reduction, forest management, urban development, rural development, and transboundary water management. The Fund provides multiple funding windows to serve different needs at different scales. Eligible activities include full-scale adaptation projects and programmes, readiness capacity-building, innovation pilots (through the Adaptation Fund Climate Innovation Accelerator and related grants), locally-led adaptation projects, project formulation grants, technical assistance, and south-south cooperation. Projects must address concrete climate adaptation needs with measurable outcomes. Geographic scope is global developing countries, with priority for particularly vulnerable developing countries (PVDCs) including SIDS, LDCs, and countries in Africa. The Fund has supported projects across Asia, Pacific, Africa, Latin America, the Caribbean, and small islands. Eligible applicants are National Implementing Entities (NIEs, accredited at national level), Regional Implementing Entities (RIEs), and Multilateral Implementing Entities (MIEs). NIEs must first go through the Adaptation Fund accreditation process. Countries must have a Designated Authority (typically the national environment ministry) to endorse proposals. Funding amounts vary by window: readiness grants typically US$150,000–500,000; regular projects and programmes up to several million USD. Project and programme proposals are now accepted on a rolling basis at any time.

Historical Context

Established under the Kyoto Protocol to finance adaptation in developing countries, particularly vulnerable developing countries (VDCs) including SIDS. Administered by the UNFCCC. Has accredited over 30 NIEs in developing countries and funded hundreds of projects across all developing regions. Now accepts rolling submissions for all funding windows.
