Summary

The Global Fund for Coral Reefs (GFCR) is the world's leading blended finance instrument dedicated to coral reef conservation. Managed by the UN Capital Development Fund and a coalition of 60+ governments, UN agencies, philanthropies, and financial institutions, GFCR deploys catalytic grants, technical assistance, and concessional investments across 20+ coral nations in Latin America, Africa, the Middle East, Asia, and the Pacific. GFCR operates through two instruments: the GFCR UN Fund provides grants and concessional finance through on-site implementing partners at country and regional levels; the GFCR Equity Fund (managed by Pegasus Capital Advisors with GCF anchor investment) invests in commercial reef-positive businesses. Together they target 3 million hectares of coral reefs under improved management and $2-3 billion in leveraged public and private finance by 2030. GFCR was established as an implementation vehicle for the Global Biodiversity Framework (GBF) and SDG 14 (Life Below Water). The coalition has grown to 60+ nations, UN agencies, financial institutions, philanthropies, and conservation organizations. By 2025 the fund had secured $248M of its $740M capitalization target. Key government donors include UK, Germany, France, New Zealand. Equity Fund managed by Pegasus Capital Advisors with anchor investment from the Green Climate Fund.
