Summary
The Nordic Atlantic Cooperation (NORA) is an intergovernmental organisation under the Nordic Council of Ministers, providing project funding for commercially-oriented cross-border collaboration projects within the North Atlantic region. NORA's mission is to strengthen regional cooperation to make the North Atlantic a strong, dynamic, and sustainable part of the Nordic region. Thematic priorities under the 2025-2028 strategic programme include: (1) Bioeconomy — renewable land-based and marine resources, innovative value chains, locally produced food, marine resources; (2) Sustainable tourism — multi-stakeholder solutions for sustainable and regenerative tourism; (3) Circular economy — efficient natural resource use and circular partnership projects, especially involving municipalities; (4) Transport — greener maritime transport, renewable energy for vessels; (5) Energy — rural renewable energy solutions; (6) Local communities — services, youth participation, and prevention of out-migration. Eligible activities include commercially-oriented cross-border projects, pre-projects for project development, and dissemination activities. Purely cultural or purely research projects are not eligible. Projects must align with one or more UN Sustainable Development Goals. The geographic scope is the NORA region: Greenland, Iceland, the Faroe Islands, and Coastal Norway (Atlantic counties from Rogaland to Troms and Finnmark). Partners from Canada and Scotland are welcomed as additional partners, though they cannot receive direct NORA funding. Eligible applicants include companies, public institutions, and private individuals with addresses in the NORA region. At least two partners from at least two different NORA regions are required. NORA co-funds up to 50% of the project budget, with applicants required to self-finance at least 50%. Maximum funding is DKK 500,000 per year for up to three years (maximum DKK 1,500,000 total). Applications must be submitted annually even for multi-year projects. NORA operates two annual application rounds: the first is announced in mid-January with a deadline around early March (decisions in June), and the second is announced in mid-August with a deadline around early October (decisions in November/December). Applications are submitted via the online form at nora.fo.
