BlueActionBANOS is a European Union-funded programme (Horizon Europe, grant agreement 101217604) coordinated by the SUBMARINER Network that supports the EU Mission 'Restore our Ocean and Waters' in the Baltic and North Sea (BANOS) lighthouse area. It offers targeted financial assistance, technical guidance, and knowledge-sharing to enable communities across the Baltic and North Sea region to implement ocean and water restoration solutions at scale. The programme offers two distinct funding instruments. The Community-Led Actions call provides grants of EUR 200,000 to EUR 2,000,000 (maximum EUR 500,000 per entity) to consortia of 2 to 12 entities for implementation-ready projects of up to 24 months. It targets projects that protect marine ecosystems, combat pollution (marine, freshwater, and microplastic), and advance sustainable blue economy practices — with a focus on participatory approaches that empower local stakeholders. The Transition Agendas call provides up to EUR 100,000 per award to individual entities or small consortia (up to 3 entities) for strategic planning work of up to 18 months, helping regions develop roadmaps for longer-term sustainability transitions including ecosystem restoration, decarbonisation, and sustainable marine resource use. Eligible thematic areas include marine and freshwater ecosystem protection, biodiversity restoration, pollution prevention and reduction, sustainable fisheries and aquaculture, sustainable blue economy development, climate adaptation, and decarbonisation of maritime sectors. Projects must align with at least one EU Mission Ocean and Waters objective. Geographically, the programme covers the BANOS countries: Belgium, Denmark, Estonia, Finland, Germany, Latvia, Lithuania, Netherlands, Norway, Poland, and Sweden. Eligible applicants include regional and local authorities, NGOs, research organisations, universities, educational institutions, locally-based companies, and SMEs from these countries. The application process is two-stage: first a Project Idea Form must be submitted through the online portal, followed by individual consultation and then a full proposal. Technical assistance is available from scientific experts and Mission Ocean practitioners. The current round has a deadline of 29 May 2026. Over the full 4-year project period, 3 calls in total will be launched.
