Summary

The Interreg South Baltic Programme 2021-2027 is an EU cross-border cooperation initiative for the southern Baltic Sea coastal regions, covering Denmark, Germany, Lithuania, Poland, and Sweden. It is co-funded by the European Regional Development Fund (ERDF) and aims to improve quality of life and promote sustainable development in the South Baltic area. The programme focuses on three substantive priorities. Priority 1 (Innovative South Baltic) supports digitalisation of the region and cross-border internationalisation. Priority 2 (Sustainable South Baltic) is the most relevant for environmental projects, covering green energy transition (Measure 2.1), sustainable water use (Measure 2.2), and circular and more resource-efficient development (Measure 2.3). Priority 3 (Attractive South Baltic) addresses sustainable, resilient, and innovative coastal tourism. A fourth area (Measure 4.1) strengthens civil society cooperation capacity. Eligible applicants include public administrations, public and private non-profit organisations, research and educational institutions, NGOs, SME associations and clusters, and SMEs. Organisations can participate as lead partners, project partners, or associated partners. The eligible area is strictly defined as coastal regions within the five partner countries. The programme operates through periodic calls for proposals, including calls for both regular and small-scale projects. The 6th call for proposals and 4th small-scale project call have been announced as upcoming. Projects funded include WAVE (circular design and waste reduction in Baltic coastal communities) and SeaGarden (regenerative marine farming). The programme notes that the November 2025 deadline may have been the last regular call in the 2021-2027 period before all funds are committed. For OPF, Measure 2.3 (circular and resource-efficient development) is the strongest thematic fit for plastic waste and circular economy work in the South Baltic coastal zone.

Historical Context

Programme runs from 2021-2027; by 2026 the 6th call for proposals is being prepared. Previous calls funded projects like WAVE (designing out waste in Baltic coastal communities) and SeaGarden (regenerative marine farming). The programme notes the November 2025 application deadline may be the last before funds are fully committed.
