Summary

The Interreg Baltic Sea Region Programme 2021-2027 is a European territorial cooperation programme that co-finances transnational projects across the Baltic Sea region. It is managed by the Investitionsbank Schleswig-Holstein (IB.SH) as Managing Authority, with a Joint Secretariat based in Kiel, Germany. The programme is co-financed by the European Regional Development Fund (ERDF) and participating countries. The programme focuses on four thematic priorities: (1) Innovative societies — covering innovation ecosystems, digital transformation, and smart specialisation; (2) Water-smart societies — covering sustainable water management, blue economy, nature protection, and circular economy; (3) Climate-neutral societies — covering renewable energy transition, energy efficiency, and sustainable urban mobility; (4) Cooperation governance — covering institutional capacity for transnational collaboration. Eligible activities under Priority 2 (Water-smart societies) include projects on sustainable water management, blue economy value chains, marine biodiversity, coastal management, and circular approaches to resource use. Marine conservation and nature protection are explicitly included. Projects addressing marine litter, plastic in the sea, or coastal resilience could fall under this priority. Geographic scope is strictly within the Baltic Sea region. All projects must involve partners from at least three eligible countries. Norway participates as a non-EU partner with its own funding contribution. The Baltic Sea region encompasses Denmark, Estonia, Finland, Germany (primarily coastal states), Latvia, Lithuania, Poland, and Sweden. Eligible applicants include public authorities, NGOs, universities, research institutions, and private companies. Projects must demonstrate genuine transnational added value — i.e., problems that cannot be solved by individual countries alone. ERDF co-financing rate is up to 80% of eligible costs. Typical project budgets range from EUR 1.5 to 4.5 million. Applications are submitted through the Bamos+ online system. The programme has a matchmaking platform to help potential partners find each other across the region. Information for applicants and a detailed programme manual are available on the gateway section of the programme website.

Historical Context

Interreg Baltic Sea Region has been running since the early 1990s. The current 2021-2027 period follows the 2014-2020 programme. The Managing Authority is in Schleswig-Holstein, Germany. National contact points support applicants in each participating country.
