Summary

The Interreg Baltic Sea Region Programme 2021-2027 is an EU-funded transnational cooperation programme covering nine countries around the Baltic Sea: Denmark, Estonia, Finland, Germany (seven northern federal states), Latvia, Lithuania, Poland, Sweden, and Norway. It is managed by IB.SH (Investitionsbank Schleswig-Holstein) with a Joint Secretariat based in Rostock, Germany. The programme is part of the broader Interreg European Territorial Cooperation initiative, which received an overall EU budget of €8 billion for 2021-2027 across all strands. The programme funds projects across four thematic priorities: (1) Innovative Societies — resilient economies and responsive public services; (2) Water-Smart Societies — sustainable waters and blue economy; (3) Climate-Neutral Societies — circular economy, energy transition, and smart green mobility; and (4) Cooperation Governance — project platforms and macro-regional governance. Projects require partnerships of at least three organisations from three different programme countries. Co-financing rates are up to 80% for EU partners and 50% for Norwegian partners. As of early 2026, no calls for proposals are currently open. Assessments for the third call (small projects) and the second call (project platform) are ongoing, with results expected in spring 2026. The programme has historically funded projects with budgets between €1.5 and €4.5 million involving seven or more partners over 2-3 year periods. ERDF allocations per specific objective are reported to range from €7.5-12.5 million.

Historical Context

The programme continues from the Interreg Baltic Sea Region 2014-2020 period, which co-financed approximately 200 projects involving more than 2,500 partners. The 2021-2027 programme covers approximately 2.9 million km² with 80 million inhabitants across 9 countries. Programme Manual is at version 8.0 (June 2024). Multiple calls have already been conducted, with the third call for small projects and second call for project platforms currently under assessment (results expected spring 2026).

Why it was added

Directly targets Baltic Sea cooperation. Managed from Schleswig-Holstein. Supports blue economy and marine biodiversity. Typical project budgets 1.5-4.5M EUR.
