Application Checklist

Eligibility

• Organization must work on plastic pollution, circular economy, or plastic waste value chains to be eligible for NPAP membership
• Open to NGOs, government agencies, businesses, associations, and development partners — multi-stakeholder membership platform

Project Scope

• Projects should align with Vietnam's national targets: 75% reduction in marine plastic litter by 2030, phase-out of single-use plastics, and EPR implementation
• Financing roadmap prioritizes: waste collection/sorting infrastructure, recycling market development, EPR system strengthening, informal sector integration, and urban/peri-urban waste capacity

Constraints

• Blended finance and private sector co-investment mechanisms are the primary funding channels — not a direct grant fund
• Program is geographically focused on Vietnam; broader Southeast Asia relevance exists but project activities should have clear Vietnam nexus

Historical Context

NPAP Vietnam was established in 2020. The December 2025 event marked five years of operation and the 7th NPAP Leadership Board Meeting. The Plastic Action Financing Roadmap to 2030 was launched at that event. The network has grown to 200+ member organizations. Annual Leadership Board meetings serve as the main coordination mechanism.
