Summary
The Schleswig-Holstein Coastal Protection Funding Directive (Richtlinie zur Förderung von Küstenschutzmaßnahmen) is a state-level funding programme administered by the Schleswig-Holstein Ministry for Energy Transition, Agriculture, Environment, Nature and Digitalization. It provides grants for physical coastal protection infrastructure along the Schleswig-Holstein coast under the German Joint Task for Improvement of Agricultural Structures and Coastal Protection (GAK). The programme funds construction and reinforcement of flood protection structures (dikes, sea walls), barrier structures, groynes, breakwaters, beach nourishment, bank protection works, and elevation of Warften (historic mound settlements) combined with flood protection. Preparatory studies and nature conservation measures required as part of coastal protection works are also eligible. Eligible applicants are exclusively public-law bodies: municipalities, special-purpose associations, water and soil associations (Wasser- und Bodenverbände), and other public-law corporations. Private organisations and non-governmental organisations (NGOs) are explicitly excluded. Applications cover the entire Schleswig-Holstein coastline including the North Sea coast, Baltic Sea coast, the North Frisian islands, Halligen, and tidal river zones. The directive is valid from 1 January 2024 to 31 December 2028. Applications are submitted on a rolling basis to LKN.SH. The programme operates under German GAK federal co-financing arrangements. Projects must not have commenced before an approval or authorised early start is granted. Ongoing maintenance of existing coastal protection infrastructure, administrative buildings, and vehicles are excluded. For the marine-conservation profile, this programme is topically relevant as it supports coastal protection infrastructure in North and Baltic Sea areas. However, eligibility is strictly limited to public-law bodies — private NGOs cannot apply directly. For the ocean-plastic-forum-v2 and plastic-circular profiles, there is no thematic connection to plastic waste value chains, recycling, or marine litter.
Historical Context
The directive was originally issued in 2017 (Amtsblatt SH 2017, S.1119) and updated on 20 December 2023 (valid from 01 January 2024 until 31 December 2028). It operates under the German federal-state GAK framework.
