Its Community-Led Actions Open Call supports large, impactful projects led by area-based or interest-based stakeholder groups proposing solutions that achieve EU Mission Ocean and Waters objectives at the local level. Thematic scope covers the three EU Mission Ocean objectives: (1) protection and restoration of marine and freshwater ecosystems and biodiversity; (2) prevention and elimination of pollution of oceans, seas, and waters; and (3) making the sustainable blue economy carbon-neutral and circular. Projects must foster a participatory approach, build on local know-how, apply sustainable practices, and encourage long-term community commitment to Mission objectives. Eligible activities are broad: environmental protection, marine and coastal conservation, sustainable blue economy development, circular blue economy transitions, ecosystem-based management, pollution reduction, biodiversity restoration, and related actions. Projects can operate within one BANOS country or span multiple countries. The programme is geographically restricted to the Baltic and North Sea basin. Eligible countries are Belgium, Denmark, Estonia, Finland, Germany, Latvia, Lithuania, the Netherlands, Norway, Poland, and Sweden, with limited flexibility for other EU/Horizon Europe Associated Countries. Applicants from other regions may be eligible only in special justified cases. Consortia of 2-12 entities can apply. Eligible applicants include NGOs, foundations, professional associations, local authorities, research organisations, educational establishments, SMEs/startups, knowledge brokers, cooperatives, and financial institutions engaged in relevant activities. Funding ranges from EUR 200,000 to EUR 2,000,000 per action, with a maximum of EUR 500,000 to any single consortium member. Selected actions receive up to 24 months of operational and technical support in addition to the financial grant. The deadline is 29 May 2026 at 14:00 CET.
