Summary

BlueActionBANOS (Baltic and North Sea Ocean Restoration) is an EU-funded programme that supports community-led actions targeting the Baltic and North Sea basin. This Community-Led Actions Open Call selects between 5 and 15 large, impactful projects led by area-based or interest-based stakeholder groups, with the goal of achieving EU Mission Ocean and Waters objectives in the BANOS region. Thematic scope includes three main EU Mission Ocean and Waters priorities: protection and restoration of marine and freshwater ecosystems and biodiversity; prevention and elimination of pollution of seas and waters; and making the sustainable blue economy carbon-neutral and circular. Projects must be innovative for their community, use participatory approaches, and engage local stakeholders with their local knowledge. Eligible activities cover a broad range including environmental restoration, pollution prevention, blue economy innovation, ports and island community projects, fishing and aquaculture community initiatives, river basin and inland water management, citizen science, blue tech and digital innovation, cultural heritage and maritime identity projects, and social inclusion in the blue economy. Projects can span one or multiple BANOS countries and must remain geographically focused on the BANOS lighthouse area. Geographic scope is the Baltic and North Sea basin, covering EU Member States and Horizon Europe Associated Countries: Belgium, Denmark, Estonia, Finland, Germany, Latvia, Lithuania, the Netherlands, Norway, Poland, and Sweden. Applicants from outside the BANOS area may be eligible in special cases when justified. Eligible applicants include regional and local authorities, NGOs, foundations, professional associations, educational establishments, research organisations, locally based companies and SMEs, startups, knowledge brokers, facilitating organisations, enterprises, cooperatives, and financial institutions. Consortia must consist of 2 to 12 entities. Application requires a mandatory Project Idea Form submission (deadline 16 March 2026) before a full proposal can be submitted. Budget ranges from EUR 200,000 to EUR 2 million per action, with a cap of EUR 500,000 for any single entity within a consortium. Funding covers up to 24 months of operational support alongside financial support. Technical assistance and Project Key Account management is provided to selected actions.

BlueActionBANOS is an EU-funded project (grant agreement number 101217604) funded by European Union via European Climate, Infrastructure and Environment Executive Agency (CINEA). It is the successor to the BONUS programme for Baltic and North Sea research and innovation.
