BlueActionBANOS's 1st Transition Agendas Open Call supports the development of strategic roadmaps for sustainable systemic shifts in the Baltic and North Sea basin, targeting EU Mission Ocean and Waters objectives. Unlike the Community-Led Actions call, this strand focuses on foundational planning rather than immediate implementation — supporting the creation of multi-year transition plans that can enable long-term sustainable change. Thematic scope for Transition Agendas includes: decarbonising coastal zones, circular blue economy development, sustainable blue tourism, ecosystem-based fisheries management, marine restoration, climate adaptation for coastal and marine areas, plastic and nutrient pollution reduction, and other goals aligned with Mission Ocean and Waters. Projects develop actionable roadmaps and strategic frameworks rather than deploying direct conservation actions. Eligible activities centre on strategic planning, stakeholder consultation, multi-actor roadmap development, and preparation of transition frameworks. The emphasis is on foundational work that sets the stage for longer-term systemic transformation in the BANOS region. Geographic scope is restricted to the Baltic and North Sea basin, with the same eligible countries as the Community-Led Actions call: Belgium, Denmark, Estonia, Finland, Germany, Latvia, Lithuania, the Netherlands, Norway, Poland, and Sweden. Eligible applicants are the same as in the Community-Led Actions call: NGOs, foundations, research organisations, local authorities, SMEs, cooperatives, and other legal entities in relevant communities registered in BANOS countries. Approximately 10 Transition Agendas will be selected. The deadline is 29 May 2026 at 14:00 CET, with applications submitted through the OnePass platform.
