Summary
The Interreg South Baltic Programme 2021-2027 is a European Territorial Cooperation programme co-financed by the European Regional Development Fund (ERDF), supporting cross-border collaboration among the coastal regions of five EU Member States: Germany, Denmark, Sweden, Lithuania, and Poland. The programme motto is 'United by the sea into action for blue and green future' and it operates under four priority axes: Innovative, Sustainable, Attractive, and Active South Baltic. Thematically, the programme covers a broad range of topics including innovation and R&D, circular economy and sustainable resource management, environmental protection, marine and coastal heritage, tourism, cultural and natural assets, and cross-border community and governance cooperation. The Sustainable priority (Priority 2) receives the largest ERDF allocation at 38.9 million EUR, covering circular economy, waste management, and environmental measures. Eligible activities under the environmental and circular economy priorities include developing cross-border waste management systems, recycling and resource recovery initiatives, marine litter reduction, sustainable use of natural resources, and environmental protection. Projects must demonstrate genuine cross-border cooperation and produce outputs benefiting the South Baltic region. Geographically, projects must involve partners from at least two countries within the programme area. The region covers specific coastal NUTS regions in Germany (Mecklenburg-Vorpommern), Denmark (Bornholm and Region Zealand), Lithuania, Poland, and Sweden. Activities must be implemented in or primarily benefit this defined region. Eligible applicants include public administrations, public or private non-profit organisations, NGOs, R&D institutions, chambers of commerce, SME associations, and SMEs. Projects require a lead partner and at least one additional project partner from different programme countries. The programme provides 80% ERDF co-financing, with partners contributing 20% from own resources. The total ERDF budget for 2021-2027 is 87.7 million EUR, with 38.9 million EUR allocated to Sustainable priorities. Individual project budgets vary but reflect substantial cross-border cooperation costs. Calls for proposals are published periodically on the programme website.
Historical Context
The Interreg South Baltic Programme has operated since 1993, making it one of the longest-running territorial cooperation programmes in the Baltic region. The 2021-2027 programming period succeeded Interreg South Baltic 2014-2020.
