Summary
The Nordic Blue Cluster Forum is a competitive call for proposals from Nordic Innovation, forming part of its 'Innovative Solutions for 2030' programme. The objective is to establish and support one network of ocean-related cluster organisations from across the Nordic region, enabling cross-border knowledge exchange and accelerating blue economy solutions towards market readiness and investment. Thematically, the call encompasses the full Nordic blue economy: renewable ocean energy, marine food systems, ocean monitoring and technology, sustainable fisheries and aquaculture, coastal and maritime logistics, and ocean-related sustainability innovation. The call builds on the 'Sustainable Ocean Economy' programme (2021-2024), which aimed to position the Nordics as the world's leading region for ocean economy sustainability. Relevant sectors include all ocean-related industries and the cluster organisations that support them. Eligible activities include establishing the cross-Nordic forum infrastructure (meetings, governance, knowledge sharing), running a structured accelerator programme for blue solution providers, holding pitch competitions or investment roadshows, and facilitating partnerships between clusters and investors across Nordic countries. The programme must culminate in visible events showcasing blue investment opportunities. Geographic scope is strictly Nordic (Denmark, Finland, Iceland, Norway, Sweden). Only one project is funded. Eligible applicants are ocean-related cluster organisations or similar entities with established networks of blue solution providers. Total funding is NOK 6 million from Nordic Innovation over three years (2026-2029), with project partners required to co-fund at least the same amount (total budget minimum NOK 12 million). The application deadline was 26 February 2026 — this call is now closed. Funding decision was expected March 2026, with project start in March 2026.
Historical Context
Part of Nordic Innovation's 'Innovative Solutions for 2030' programme, building on the previous 'Sustainable Ocean Economy' programme (2021-2024). Nordic Vision 2030 aims for the Nordics to become the most sustainable and integrated region in the world. The blue economy is a strategic priority given Nordic countries' strong marine sectors.
