Summary

Nordic Atlantic Cooperation (NORA) is an intergovernmental organisation under the Nordic Council of Ministers that brings together Greenland, Iceland, Faroe Islands, and coastal Norway. NORA offers project funding to cross-border cooperation initiatives involving partners from at least two of these four constituents, with a focus on strengthening regional collaboration and building sustainable economies. Thematic priorities are defined by NORA's Strategic Programme 2025-2028 and include bioeconomy, sustainable tourism, circular economy, transport, energy, and local community development. Marine themes include renewable marine resources and innovative value chains around ocean-based industries. Projects must align with UN Sustainable Development Goals and be commercially oriented rather than purely academic or cultural in nature. Eligible activities include collaboration projects between companies, public institutions, professional associations, and private individuals from at least two NORA constituents. Projects can be one to three years in duration and span early-stage commercially oriented work. Sub-projects for improving the basis of a project idea or expanding the partner circle are also eligible. NORA does not fund pure research or cultural projects. Geographic scope is restricted to the North Atlantic: Greenland, Iceland, Faroe Islands, and coastal Norway. Partners from Canada and Scotland may be included but cannot receive direct NORA funding. Nordic entities outside the NORA region may participate if they bring specific relevant expertise. Eligible applicants are companies, public institutions, professional associations, NGOs, private persons, and other organisations based primarily in the NORA region. Projects must be 50% self-financed. Maximum support is DKK 500,000 per year (approximately EUR 67,000) or DKK 1,500,000 over three years. Applications must be submitted per year for projects spanning multiple years. Two annual funding rounds operate: Round 1 with a deadline around March, and Round 2 with a deadline around October (exact dates announced on the website). Next deadline: 4 October 2026 (midnight Greenlandic time).

Historical Context

NORA was established in 1981 as a Nordic cooperation under the Nordic Council of Ministers. Coastal Norway joined in 1996. NORA has funded projects in bioeconomy, tourism, digital innovation, and marine value chains over many years with two annual rounds.
