How to Apply
Two-step process: (1) Submit a Project Idea Form by 16 March 2026 at 17:00 CET via the online portal at opportunities.getonepass.eu; (2) After individual expert consultation, submit a full proposal by 29 May 2026 at 14:00 CET. Summary

BlueActionBANOS is an EU-funded initiative (Horizon Europe/CINEA, grant agreement 101217604) supporting sustainable transitions in the Baltic and North Sea basin communities. The Community-Led Actions Open Call supports large, impactful projects with the potential for tangible, measurable local change in marine and coastal environments. The thematic scope covers marine and coastal ecosystem restoration, pollution reduction, sustainable blue economy practices, circular blue economy innovation, ocean observation and data sharing, climate adaptation in coastal areas, and sustainable fisheries and aquaculture. Priority areas include tackling marine and freshwater pollution, restoring coastal ecosystems, and advancing sustainable practices aligned with EU Mission Ocean and Waters objectives. Eligible activities include implementation-ready projects that deliver measurable outcomes aligned with Mission Ocean and Waters, including pollution reduction, ecosystem restoration, sustainable blue economy pilots, citizen science for ocean monitoring, indigenous and traditional knowledge integration, and blue tech innovation. Projects must foster participatory approaches empowering local communities. The geographic scope is strictly limited to the Baltic and North Sea basin (BANOS) countries. Eligible applicants must be registered in EU member states or associated countries within this basin area. Eligible applicants are teams or consortia of 2 to 12 entities. Community types include ports, island communities, fishing and aquaculture communities, blue economy operators, river basin communities, citizen science initiatives, indigenous communities, blue tech innovators, cultural heritage groups, local financial institutions, and community development organisations. Individual entities may not apply alone. Target beneficiaries are coastal and marine communities in the Baltic and North Sea basin who will benefit from improved ecosystem health, cleaner waters, and sustainable blue economy practices. The programme offers grants of €200,000 to €2 million per project for up to 24 months, plus technical assistance, expert access, and knowledge-sharing networks. Between 5 and 15 Community-Led Actions will be selected.

BlueActionBANOS is a 4-year EU-funded project (grant agreement 101217604, funded by European Union via CINEA). A total of 3 calls will be launched throughout the project period: 1 Community-Led Actions call and 2 Transition Agendas calls. This is the first and only Community-Led Actions open call.
